In his opening speech at the Munich Security Conference, German Chancellor Friedrich Merz announced discussions with French President Emmanuel Macron to create a common European nuclear force. Merz emphasized the need for Europe to rebuild its relationship with the USA, acknowledging that the current dependence is self-imposed.

He proposed strengthening the European pillar of NATO, without replacing the alliance, and called for clarifications regarding Article 42 of the EU treaties, concerning mutual assistance in the event of an attack.

Merz warned that the USA would not be able to act alone in the face of global rivals, highlighting the importance of transatlantic trust. He also discussed geopolitical challenges, including Russia's aggression and China's ambitions, advocating for a united Europe to assert its power on the world stage. He concluded by emphasizing the need to avoid a world where force makes right, recalling Germany's historical lessons.
