Judge Maame Ewusi-Mensah Frimpong found that the Department of Homeland Security (DHS) made arrests without probable cause, ordering guidance to avoid discrimination on the basis of race, language or occupation. The decision came following a complaint filed by the ACLU, which argued that the DHS arrests were unconstitutional. The judge concluded that the plaintiffs had demonstrated a likelihood of success in their case, emphasizing the importance of respecting constitutional rights.
