In 2024, most EU countries had more immigrants from outside the EU than from other member states, with the exception of Luxembourg and Romania.

According to Eurostat data published on Friday, in 2024, the number of immigrants from outside the European Union was higher than that of immigrants from other EU member states in almost all member countries, except for Luxembourg and Romania. In Luxembourg, 85.5% of immigrants came from other EU member states, while in Romania, this proportion was 56%.


The highest proportions of immigrants from third countries were recorded in the Czech Republic (87%), Italy (86.2%), and Spain (84.5%). In total, 4.2 million people immigrated to the EU from third countries in 2024, excluding asylum seekers and Ukrainian refugees. Malta had the highest immigration rate, with 60 immigrants per 1,000 inhabitants, followed by Cyprus and Luxembourg. Romania ranks 10th, with approximately 15 immigrants per 1,000 inhabitants, while Slovakia had the lowest immigration rate, with one immigrant per 1,000 inhabitants.
