Brussels, December 15, 2025. In a press statement before the Foreign Affairs Council, the High Representative of the EU, Kaja Kallas, emphasized that this is a "make or break" week for financial support to Ukraine. The head of European diplomacy confirmed that the community bloc has reached the target of 2 million projectiles delivered to Kyiv and announced punitive measures against 40 ships from Russia's phantom fleet, aimed at depriving Moscow of the revenues necessary to continue the war.

The EU must urgently finalize the decision regarding the loan for repairs from frozen Russian assets, with the essential support of Belgium.

Brussels is preparing an assistance package for Armenia similar to that offered to Moldova, in the context of the upcoming elections and malign influences.

Discussions regarding the Middle East focus on a new strategy for Syria and the disarmament of Hezbollah in Lebanon.

Kallas insisted on the necessity of a "repair loan" as the most credible financing option for 2026, emphasizing that it will not burden European taxpayers but will rely on the aggressor's assets. Regarding regional security, the European official categorically rejected the idea of security guarantees for Russia, arguing that in the last century, Moscow has been the aggressor repeatedly, while its neighbors are the ones who need real protection in the form of troops and capabilities, not just promises on paper.

The agenda of the meeting also includes strategic discussions regarding China, focused on economic security, as well as an analysis of the situation in the Middle East. Regarding Syria, the EU is seeking ways to stabilize institutions to prevent an irreversible deterioration of the situation, while for Lebanon, the aim is to support the national armed forces in the difficult mission of managing Hezbollah's influence.
