A drone attack caused a fire at the Rosneft refinery in Ryazan, Russia, amid the lack of official confirmation from Moscow and Kyiv of an alleged truce concerning energy infrastructure. The region’s governor, Pavel Malkov, announced that emergency services are at the scene and that the extent of the damage is being assessed.
The attack is the first reported against a Russian energy facility since U.S. President Donald Trump stated that Russia and Ukraine had allegedly agreed to suspend such operations. Malkov said that the drones also damaged a warehouse at another location, without providing details.
Ukrainian President Volodymyr Zelensky told the Financial Times that Ukraine halted attacks on energy infrastructure for three days at the request of the United States. He argued, however, that Russia continued to strike Ukrainian targets, and that Kyiv intends to resume operations.
The Ryazan refinery accounts for nearly 5% of Russia’s total oil-refining capacity and supplies fuel to the Moscow area. The facility has been targeted by drone attacks several times in recent months. It is not yet known whether the refinery’s operations have been halted.
