The move was denounced by Russia as unfriendly because the ICC has issued an arrest warrant for Russian President Vladimir Putin. Armenia, which hosts a permanent Russian military base, ratified the Rome Statute of the ICC despite Moscow's opposition. Accession to the ICC is seen as an attempt by Armenia to get security guarantees from the West.
