In 2024, changes to the status of the protected area allowed for tourism development, which generated controversy.

Albanian Prime Minister Edi Rama confirmed discussions with Kushner for a 10,000-room tourist complex but denied that the project would affect the natural reserve. Protests began in May 2024, and violent incidents occurred between protesters and security agents. Authorities revoked the licenses of two security companies and dismissed the head of the local police. Albania aspires to join the EU by 2030, and Kushner's project has raised similar concerns in Serbia, where it was abandoned due to controversies.
