The Pentagon's spokesperson, Sean Parnell, confirmed that the funds will be used for salaries and benefits, but this measure contradicts the normal funding procedures of the military, which depend on public funds approved by Congress. The decision has raised concerns among members of Congress, who are seeking more information about the donor and the legality of the donation. Democrats have emphasized that the use of anonymous donations to fund the military can raise issues related to foreign influence and legality under the Budget Deficit Act. They argue that private donations cannot be used to compensate for the lack of approved funds.

Despite the questions, Trump has promoted the donation, stating that it came from a "friend" and that he does not want public recognition.
