The proposal was generated by Trump's expressed interest in Greenland, a Danish territory, and emphasizes that such an action would violate the North Atlantic Treaty and weaken the cohesion of the alliance. The legislation would prevent the use of funds from the State and Defense Departments for actions against NATO territories. Although a similar measure has also been introduced in the House of Representatives, the chances of adoption remain uncertain. President Trump has stated that the U.S. will acquire Greenland, warning that if they do not, Russia or China might take it over. The Danish government has rejected these claims, emphasizing that Greenland is not for sale. It has a status of semi-autonomous territory and an economy dependent on the Danish government.
