In Guantanamo, Cuba, General Francis Donovan, head of the American Military Command for Latin America and the Caribbean (SOUTHCOM), had a meeting with General Roberto Legra Sotolongo, head of the Cuban General Staff.

This meeting, which took place in a context of tense relations, was described as positive by both sides. Relations between the United States and Cuba have significantly deteriorated, especially after the imposition of new sanctions by the U.S. and former President Donald Trump's threats to take control of the island.

Additionally, Cuba recently assessed the use of military drones against the American base at Guantanamo. Despite the tensions, both governments continue to maintain diplomatic contacts, and Cuba has expressed a desire to continue the dialogue. In this context, the island is facing serious economic problems caused by the oil blockade and sanctions, but has recently received aid from China.
