The New Money Entrepreneurs' Barometer - INSCOP | 82.3% of entrepreneurs believe that the budget deficit represents a real problem for Romania

New Money Entrepreneurs Barometer - INSCOP (MONEY) represents the most extensive systematic evaluation of the opinions of entrepreneurs in Romania (1,100 respondents) regarding the developments of the Romanian economy, public services, and their own business.

The second edition of the New Money Entrepreneurs Barometer - INSCOP (MONEY) was publicly launched during an event organized on Tuesday at the Carol I Hall of the Bucharest Chamber of Commerce and Industry in the presence of a large audience.


The situation of the Romanian economy compared to 1 year ago

When asked how they assess the situation of the Romanian economy compared to 1 year ago, 0.8% of survey participants believe the situation is much better (compared to 1% in 2024), 7.3% that it is better (compared to 12.7% in 2024), and 16.6% that the situation is the same (compared to 15.8% in 2024). 43.1% consider that the situation of the national economy is worse compared to 1 year ago (compared to 44.7% in 2024), while 31.5% that it is much worse (compared to 44.7% in 2024). 0.7% of survey participants do not know or cannot assess.

The evolution of the Romanian economy in the next 12 months

1.4% of interviewed entrepreneurs believe that the economic situation in the next 12 months will be much better (compared to 0.8% in 2024), 18.8% that it will be better (compared to 13.4% in 2024), and 15.5% that it will be the same (compared to 21.1% in 2024). On the other hand, 33.5% of survey participants believe that the situation will be worse (compared to 35.3% in 2024), while 27.4% that the situation will be much worse (compared to 26.1% in 2024). 3.4% do not know or cannot assess.

The financial situation of the company compared to 1 year ago

2.7% of surveyed entrepreneurs assess that the financial situation of their company is much better compared to 1 year ago (compared to 3.2% in 2024), 20% that it is better (compared to 25.3% in 2024), and 35.5% that it is the same (compared to 33.9% in 2024). 32.2% say that the financial situation of their company is worse (compared to 27.6% in 2024), while 8.5% that it is much worse (compared to 7% in 2024). 0.7% do not know / cannot assess, and 0.3% do not respond.

The financial situation of the company in the next 12 months

Regarding the financial situation of their company in the next 12 months, 3.5% of those interviewed estimate that it will be much better (compared to 6.3% in 2024), 22.2% better (compared to 32.3% in 2024), and 35.6% the same (compared to 37.3% in 2024). 26.4% expect that the financial situation of their company in the next 12 months will be worse (compared to 16.3% in 2024), while 8.4% that it will be much worse (compared to 5.1% in 2024). 3.6% do not know or cannot assess, and 0.4% do not respond.

Hiring in the next 12 months

13.7% of surveyed entrepreneurs estimate that they will hire staff in the next 12 months (compared to 24.4% in 2024), while 64.4% that they will maintain the same number of employees (compared to 62.6% in 2024). 18.5% estimate that they will have to lay off staff in the next 12 months (compared to 11.1% in 2024). 3% do not know, and 0.5% do not respond.

The budget deficit in Romania

82.3% of entrepreneurs believe that the budget deficit represents a real problem for Romania, while 15.6% consider this to be a false problem. 2.1% do not know or cannot assess.


Methodology: Data was collected between August 19 - 25, 2025. Research method: interview via questionnaire. Data was collected using the CATI method (telephone interviews). The sample included 1,100 respondents, being representative of the community of entrepreneurs with businesses in Romania. The maximum allowable error of the data is ± 2.9%
