Minister of Health Alexandru Rogobete said on Saturday in Iași that paying doctors and residents for on-call shifts, including those in their first year, is one of the priorities of his term in office. He announced that the changes are expected to be implemented during the first three months of his term.
Rogobete explained that the on-call rate would be differentiated according to the number of on-call shifts worked in a month. Thus, the first shift would have a base rate, the second would be paid better, and remuneration would increase again for the third. The minister argues that the mechanism would represent both an incentive and payment proportional to the workload and degree of exhaustion associated with the work.
The minister recalled that, during his first term leading the Ministry of Health, he changed the organization of on-call shifts by introducing categories such as emergency on-call shifts, monitoring shifts, and at-home on-call shifts.
He also mentioned measures to make hospital activities more flexible. In units where possible, specialist outpatient services can be adapted to the hospital's needs, while operating rooms can function in two shifts.
