In the last two years, CNAS has implemented significant efficiency measures, reducing management functions from 12% to 8% and consolidating 73 structures. These measures have led to a decrease in staff by almost 28% compared to 2008, despite the fact that the system now manages a volume of medical services over 11 times greater. The president of CNAS, Dr. Horațiu Remus Moldovan, emphasizes that administrative expenses are only 0.84% of the budget, and personnel costs are 0.59%, both below the legal threshold of 3%. He warns that any further reduction in staff could generate marginal savings but would expose the system to major risks, such as errors or fraud that could cost much more than the savings achieved.
