The Strait of Hormuz, blocked by Iran since February due to U.S. and Israeli attacks on Iranian territory, remains closed to international traffic, but notable diplomatic movements were recorded last week: Iran and Oman have advanced negotiations for a jointly managed alternative transit route, with Tehran set to control incoming traffic in the Gulf, and Muscat on outgoing traffic. However, Iranian officials have made it clear that this technical arrangement is separate from the broader political decision regarding the complete resumption of navigation through the strait, which remains conditional on lifting the U.S. naval blockade, removing economic sanctions, withdrawing U.S. troops from the region, and compensating Iran for war damages. President Donald Trump acknowledged that Washington is only in a "semi-active" negotiation with Tehran, while analysts cited in the press have suggested that Iran is deliberately seeking to prolong the deadlock until the midterm U.S. elections. The persistence of the blockade continues to influence financial markets: the price of gold reached its highest level since June, over $4,300 per ounce, and stock prices have fallen amid prolonged uncertainty regarding the evolution of the conflict.


The truly new element of the week was the revelation of the extent of U.S. military costs in this prolonged war. Even Trump publicly admitted on Thursday that the U.S. military is facing a crisis with some types of ammunition, although he insisted that, overall, the U.S. has a "practically unlimited" reserve; for certain categories, however, "the situation is a bit more difficult," the president acknowledged. The defense industry has ramped up production of Tomahawk missiles and Patriot air defense interceptors, whose stocks have drastically decreased due to the war with Iran and Ukraine's demands, and as a substitute, "certain types of ammunition that may not be as precise" are being used. According to the Washington Post, Trump confronted Defense Secretary Pete Hegseth at Camp David for not being timely informed about the severe ammunition shortage, a dispute that the Pentagon and the White House have officially denied. The Atlantic also reported that the availability of advanced interceptors such as Patriot and THAAD, along with long-range missiles like ATACMS and PrSM, has dropped to just 20% of the levels required by U.S. military planning. The New York Times confirms that months of conflict with Iran have significantly depleted U.S. stocks of missiles and air defense systems, forcing the Pentagon to reallocate military assets from Europe and Asia to the Middle East, delay deliveries to allies, and request defense companies to accelerate production.


Analysts note that this erosion of U.S. military capability directly advantages Russia and China, both of which are closely monitoring the situation. During this period, Trump also backtracked on the promise made to Ukraine at the NATO summit in Ankara to provide them with a production license for Patriot missiles, due to concerns about technology security.


Russia advanced towards two key cities in Donetsk and tested NATO with incursions


On the front in Ukraine, Russian troops have captured the locality of Vasiutinske, located 8 km southeast of Kramatorsk and 12 km south of Sloviansk, the last two major urban centers in the Donetsk region remaining under Ukrainian control. Their capture would mean total control of the region by Russia. Meanwhile, Russian forces have intensified operations in the Krasnyi Liman sector, about 17 km northeast of Sloviansk, with the explicit aim of disrupting the rotation of Ukrainian troops, and the front line in the Sloviansk-Kramatorsk area remains under constant surveillance and pressure from Russian drones. Simultaneously, Ukraine successfully launched an attack in the Russian region of Voronezh, causing confirmed civilian casualties even by the regional governor Aleksandr Gusev.


The NATO Multinational Allied Command Brunssum (JFC Brunssum) supports that Putin is already conducting "test attacks" aimed at verifying and fracturing the cohesion of the alliance, evidenced by a 250% increase in the number of emergency takeoffs of NATO fighter aircraft in the past year compared to the previous period. At sea, Russia has continued its campaign of attacks on Ukrainian ports Odesa, Chornomorsk, and Pivdennii, leaving damaged ships and destroyed port facilities; in Odesa, a Russian ballistic missile exploded directly in the port area, killing two workers at a construction site, including a crane operator who was just a few meters away from a surviving colleague.


Israel rejected Trump's peace plan and announced it will not withdraw from Gaza


The Israeli government formally rejected the 15-point peace plan proposed by the Trump administration for ending the conflict in Gaza. Prime Minister Benjamin Netanyahu stated directly that the Israeli army will not withdraw from Gaza until Hamas is "truly disarmed," thus blocking, at least in the short term, any prospect of military withdrawal. The European Union announced, in response, that it continues to support the American plan, a sign of an open divergence between Jerusalem and Western partners who support the peace proposal.


Taiwan tested the evacuation of the president during a defense exercise against a possible Chinese invasion


In Taiwan, President William Lai personally participated in an emergency evacuation exercise conducted at night, as part of the annual Han Kuang military maneuvers scheduled between August 5 and 14. The exercise simulated exactly the scenario of a Chinese attack on the state leadership, testing the real capacity of Taiwanese institutions to protect and quickly relocate the country's leader in the event of conflict.


What these developments mean for Romania


The 250% increase in emergency takeoffs of NATO aircraft shows that testing the limits of the alliance by Moscow is already an active phenomenon, not just a theoretical possibility, and a potential armed incursion could also target areas close to Romanian territory. The continuation of Russian attacks on the ports of Odesa, Chornomorsk, and Pivdennii, located a short distance from the Romanian coast, maintains a concrete risk for the safety of commercial navigation in the Black Sea, including for ships transiting through waters adjacent to Romania.


The persistence of the blockade in the Strait of Hormuz, in the absence of a complete solution for the resumption of international oil traffic, continues to fuel pressure on global energy prices, a factor that adds to the internal energy crisis already felt by Romania against the backdrop of the low level of the Danube and the situation at the Cernavodă Nuclear Power Plant. The rapid depletion of U.S. ammunition stocks in the war with Iran is also relevant for the capacity of European allies, including Romania, to rely on American military supplies or support in the event of simultaneous escalation on the eastern flank, at a time when U.S. resources are already being demanded in other theaters of operations.
