After decades of direct confrontation, mutual sanctions, and successive withdrawals from international agreements, the two states have entered a new phase of negotiation with historic stakes, the contours of which are still being finalized, but whose effects are already felt on multiple fronts simultaneously.


The negotiations, mediated by Pakistan in Islamabad, have progressed sufficiently for Iranian Foreign Minister Abbas Araghchi to publicly declare that an agreement "has never been so close," while simultaneously urging the press to refrain from speculation about its content. Araghchi emphasized that all details will be communicated "in due time," but added, speaking on Iranian state television, that Iran has emerged from this war stronger and that the agreement, in its current form, is favorable to Tehran. The draft framework agreement, as revealed by leaks, would provide for a permanent cessation of hostilities on all fronts, including in Lebanon, followed by a 60-day window for negotiations regarding the nuclear file and the lifting of American sanctions.


Iran conditioned the negotiations from the outset on the acceptance of a "just and comprehensive" agreement, refusing partial solutions. This position created recurring tensions in the pace of negotiations, with Araghchi stating at one point that there was "no tangible progress," only for the tone to change radically towards evident diplomatic optimism. Even before hostilities began, in February 2026, Araghchi signaled that a "historic" agreement was "within reach," emphasizing that diplomacy must be prioritized to avoid further escalation. Iran had then agreed to stop storing enriched uranium and to allow full verification by the International Atomic Energy Agency.


In energy markets, the effects were felt immediately. Signals regarding the possible lifting of restrictions on Iranian oil exports led to a noticeable drop in Brent prices below $80 per barrel, with markets anticipating an increase in global hydrocarbon supply. This rapid reaction illustrates how closely linked diplomacy and the global energy economy are and how quickly political decisions translate into concrete costs or benefits for consumers and industries worldwide, including from states not directly involved in the negotiations.


Geopolitically, the rapprochement between Washington and Tehran has generated a visible fracture within one of America's most solid bilateral alliances. Israeli Prime Minister Benjamin Netanyahu publicly described the prospect of an agreement as "terrible for Israel," and tensions between Tel Aviv and Washington escalated to the point where Trump reportedly vented his frustration on the closest ally in the region. Analysts remain divided regarding the depth of this rift: some believe that the divergence is manageable and that the US-Israel alliance will withstand long-term pressures, while others see the negotiations with Iran as a fundamental strategic reconfiguration of American priorities in the Middle East.


This tension is not without internal echoes in Iran either. Protests erupted in front of an Iranian Foreign Ministry office in Mashhad, where demonstrators called for Araghchi's resignation, showing that the agreement with the United States is far from being unanimously accepted in Iranian society and that Tehran's chief negotiator operates under dual pressure: external, from American partners, and internal, from conservative forces that perceive any agreement as a capitulation.


The G7 Summit in Évian-les-Bains


The G7 summit, held from June 15 to 17, 2026, in Évian-les-Bains, France, brought together the leaders of the world's seven most industrialized nations at a moment of maximum geopolitical density: just days after the signing of the US-Iran peace agreement and with the war in Ukraine reaching more than four years since the onset of the large-scale Russian invasion. The summit was dominated by two major files, the Iranian and the Ukrainian, with palpable tensions surrounding how the American administration intends to balance attention and resources between the two.


Ukraine occupied the summit's agenda on Tuesday when President Volodymyr Zelensky participated in a working session with G7 leaders, which concluded after approximately 75 minutes. Kyiv's main requests focused on strengthening air defense capabilities and increasing economic and military pressure on Russia as leverage to compel the Kremlin to accept genuine peace negotiations. Zelensky communicated that G7 leaders agree that Russia is not winning the war and that this pressure must be maintained, while also conveying that he proposed a direct meeting with Vladimir Putin on the sidelines of the summit.

Before the opening of the session dedicated to Ukraine, Trump confirmed that he had held phone conversations with both Zelensky and Putin, stating that "both are open" to dialogue and that he had "two very good conversations." Macron played the role of active mediator, engaging to convince the American administration to maintain support for Ukraine and to intensify pressure on Russia. The French host's diplomatic effort yielded partial results: G7 leaders agreed, in principle, to increase economic pressure on Russia and to provide Ukraine with additional air defense capabilities, including additional missiles for existing systems, to which Trump responded positively according to Zelensky's statements. However, the political agreement is described as lacking concrete specifics, and the United States had relaxed some of the sanctions targeting Putin's oil revenues in the preceding months, raising concerns among European allies. After the session dedicated to Ukraine, Trump stated that he would do "everything he can" to end the conflict and that "Russia should reach an agreement," but without providing a timeline or concrete mechanisms.


German Chancellor Friedrich Merz conveyed one of the most optimistic messages from the summit, stating that he perceived Trump in a cooperative spirit and expressing hope that "Europeans and Americans can do something together to end the war." Merz also emphasized that the American president welcomed European involvement in future peace discussions between Ukraine and Russia, an important signal for European allies who insist that any negotiated solution must include solid security guarantees for Kyiv. In the same vein, Canadian Prime Minister Mark Carney stated that "the tide is turning" in favor of Ukraine and that "Ukraine will win, it is just a matter of time."


Migration as a Geopolitical Negotiation Tool - The US-Eswatini Agreement


The agreement under which the United States has agreed with Eswatini, the last absolute monarchy in Africa, to send migrants from third countries in exchange for $5.1 million represents more than just a measure of American domestic policy. It is a symptom of a broader trend in which great powers seek to externalize the political and logistical costs of controlling migration, shifting this responsibility to states with limited institutional capacity and little negotiating power in relation to Washington.


Eswatini, a country with a population of about one million people, lacking experience in managing such flows and with a political structure dominated by the discretionary powers of the monarchy, suddenly becomes a node in a global deportation architecture built by the world's greatest military power. Beyond the direct impact on deported individuals, the agreement generates legal and diplomatic precedents with unpredictable consequences: what guarantees are provided to those transferred, who monitors living conditions, and what responsibility falls on the host state in cases where international standards are not met.


Against the backdrop of an increasingly harsh political discourse on migration in Western democracies, this model risks being adopted and adapted by other actors, accelerating the transformation of migration from a humanitarian issue managed through international norms into a geopolitical pressure and bilateral negotiation tool where individual rights yield to power calculations.


What These Developments Mean for Romania


The peace agreement between the United States and Iran has direct and immediate consequences for the Romanian economy, primarily through the energy channel. The conflict between the two powers has generated, according to assessments by the IMF and economic analysts, the most severe disruptions in energy supply on global markets in recent decades, with oil prices exceeding, during the acute phases of the conflict, $100 per barrel. The reopening of the Strait of Hormuz and the prospect of resuming Iranian oil exports have already led to a noticeable drop in international oil and natural gas quotations, effects also felt in the Romanian market, where diesel prices have recorded reductions of several tens of bani per liter.


However, IMF Managing Director Kristalina Georgieva warned that the repercussions on global energy supply will take time to dissipate. For Romania, which remains partially dependent on energy imports and is exposed to price volatility in gas markets in Europe, a sustained stabilization of prices would benefit both consumers and the state budget as well as the competitiveness of the national industry. At the same time, the geopolitical context created by the US-Iran rapprochement and the tensions generated in the relationship with Israel adds an additional degree of unpredictability in the Middle East, a region whose energy security remains structurally linked to Europe.


Discussions at the G7 summit regarding Ukraine are directly relevant for Romania, as a neighboring state located on NATO's eastern border and the European Union. The cohesion of Western allies around the Ukrainian issue, commitments regarding additional air defense capabilities for Kyiv, and discussions about new sanctions on the Russian war economy directly influence the security configuration in which Romania operates.


The positive signals conveyed by Chancellor Merz and Prime Minister Carney regarding European involvement in future peace negotiations are also relevant from Bucharest's perspective, which officially supports Ukraine's accession to NATO and the EU and positions itself actively as a security actor in the Black Sea. Romania confirmed, in May 2026, its support for Ukraine's accession to both structures, and cooperation in the field of energy and defense, including the potential use of Ukrainian military technologies and the expansion of gas infrastructure through Romanian pipelines, places Romania at the center of a strategically important corridor.
