USR, PSD and UDMR each have a representative at the top of the ranking of government members' visibility over the last week, according to data processed using NewsVibe, an AI platform for media and social media monitoring. The top reflects the visibility of ministers in the online space (with the exception of Prime Minister Ilie Bolojan, who has a much higher exposure), highlighting the number of mentions, their impact, the topics that propelled the ministers to the public eye and the tone associated with conversations in the online space.

Oana Țoiu (USR) ranks first in the top of the government members present in the online conversation between August 6 and 12. Her visit to Kiev and her meeting with President Zelenski generated extensive media coverage and numerous mentions in the online space.

Little behind the Foreign Minister is Alexandru Robogete (PSD), the Minister of Health who continued his visits to hospitals or to the construction sites of hospitals under construction (such as the one in Tecuci) and who announced the simplification of access to a specialist doctor for patients with chronic diseases.

The top ranking is completed by Minister Cseke Attila (UDMR), who drew attention by presenting measures to reform local government and talked about the possibility of making the right to drive conditional on the payment of traffic fines.

Last in the ranking, with the lowest number of mentions (more than 100 times less than Oana Țoiu), is still the Minister of Culture, Demeter András István.

Comparatively, Prime Minister Ilie Bolojan (who is not included in the comparative measurement) has more than 3,400 online mentions, exceeding the cumulative level of all ministers.

TRENDS IN MINISTERS' VISIBILITY. Not all ministers at the top of the ranking have seen increases in visibility compared to the previous measured interval. Thus, if Oana Țoiu (+35%) and Cseke Attila (+50%) are on an upward trend in terms of the volume of mentions in digital sources, Minister Rogobete has a slight drop in visibility (-5%), but a predominantly positive reflection.

BAROMETER PUBLIC TONE. Sentiment analysis reveals the negative context in which Minister Daniel David's name continues to be mentioned, amid tensions in the education system. The minister Diana Buzoianu (USR) also had a negative context, visible on the controversial appointments at Romsilva, the criticisms she brought to the National Administration Apele Române, but also on the explanations she gave about the waste marked "second-hand" entering Romania. When it came to the topics discussed in the context of the public conversation about the government's work, there was an unfavorable tone about Russia.

Alexandru Rogobete and Oana Țoiu, as well as geopolitical actors such as Ukraine, Europe or Volodimir Zelenski.

Sentiment analysis performed by the NewsVibe platform is based on AI algorithms and LLM tools, which capture nuances of tone in the online content associated with each mentioned entity. In this case, the evaluation covers all references to Romanian government ministers.

SEMANTICAL NETWORK OF GOVERNMENT DEBATES. To gain a broader perspective on how government members are reflected in online conversations, we used semantic network analysis. This tool, developed by NewsVibe, avidly probes the connections between topics and public actors, taking into account concurrent appearances in the most influential online sources in Romania.

A consistent segment of the conversation about ministers is dominated by foreign policy discussions, with a central node - Romania - having the largest dimension and strong links to Oana Țoiu and Ukraine, created in the context of the visit to Kiev.

Daniel David and Cseke Attila appear connected in another cluster, also in relation to other ministers recently involved in discussions on the reforms initiated by the Bolojan government.

Alexandru Rogobete and the Ministry of Health are part of a compact group associated with public health issues.

Diana Buzoianu is thematically associated with PNRR and the Ministry of Environment, forming a distinct segment of the discussions.

There is also a separate area of debate created around USR, PSD and Ion Iliescu, reflecting the visibility of the tension between the two parties in the context of the official ceremonies dedicated to the former president.
