A minister from USR, one associated with PNL, and one from PSD are at the top of the visibility ranking of government members in the last week, according to information extracted with the help of NewsVibe, an AI platform for media and social media monitoring. The analysis tracks the online visibility of the Bolojan cabinet members, excluding the prime minister, whose consistently high exposure would distort the comparison with other ministers. The degree of visibility is determined based on the number and relevance of mentions in the digital environment, along with the associated themes and how they are reflected in public discussions.
The top government members present in online conversation from December 3 to 9 are led by Diana Buzoianu (USR), with a mention volume three times higher than the next ranked individual. The Minister of Environment holds a dominant position, ensured by the "water crisis" in Prahova and Dâmbovița and the political disputes generated by this situation, which culminated in the moment in Parliament when AUR and PSD demanded the minister's resignation. The intensification of exchanges and direct confrontation with AUR, but especially with PSD – the governing partner – has amplified the public visibility of Diana Buzoianu, placing her far above other cabinet members.
Behind her, at a distance, is Daniel David. The Minister of Education owes his position to a combination of themes with public resonance. The adoption of the order regarding homework generated reactions in the public space, amplified by the minister's clarifications about the need for "normality" in the public consultation process regarding school programs. Additionally, it generated visibility for Daniel David in discussions about protecting minors on social networks – advocating for stricter parental control. Tensions with education unions, which accused him of authoritarianism and demanded his dismissal, have also added to this.
The third place in the ranking is occupied by Alexandru Rogobete (PSD), whose online visibility was ensured by his involvement in the "water crisis," under conditions where several healthcare units in the affected areas were left without drinking water. His statements regarding the situation of hospitals and patients kept him in the public eye. Additionally, the inauguration of the Mental Health Center for Children in Pitești contributed to the minister's visibility in the last week.
Deputy Prime Minister Marian Neacșu (PSD) returns to the last position in the ranking, having a reduced presence in online conversations.
In comparison, Prime Minister Ilie Bolojan (who is not included in the analysis) recorded about 4,600 mentions, surpassing all other government members combined in this regard.

TRENDS IN MINISTERS' VISIBILITY. All three ministers at the top of the ranking are on an upward trend. Diana Buzoianu stands out, with a consistent increase in mentions (over 100%), but against a significantly negative backdrop. Additionally, Daniel David records a notable increase, in a rather negative register. Alexandru Rogobete is also on a rising trend, with the tone of discussions in his case being rather positive. It is also worth mentioning the name of Alexandru Nazare (PNL), who records a contraction in the volume of mentions and a balanced tone in the public discourse that targeted him.
PUBLIC TONE BAROMETER. The sentiment analysis also highlights the name Diana Buzoianu in a deeply negative context, dominated by criticism and political tensions.
In discussions about ministers, a negative tone has also existed in connection with PSD, USR, or Apele Române.
Among the ministers mentioned in a positive context are Alexandru Rogobete, who conveyed messages of calm and control of the situation regarding hospitals in Prahova affected by the lack of water, but also Bogdan Ivan (PSD), whose public interventions about the functioning of the national energy system tried to provide reassurance and reduce public concern.
The NewsVibe platform identifies the tone, significance, and context of discussions in the online environment about various topics and public actors, using advanced artificial intelligence technologies. For this report, all interventions and mentions in the digital environment concerning the members of the Romanian Government were evaluated.

THE SEMANTIC NETWORK OF GOVERNMENTAL DEBATES. The semantic network analysis reflects the configuration of thematic relationships and connections between ministers and subjects in the digital space. Based on an extensive volume of data extracted from the main online sources in Romania, the NewsVibe platform generates a map of the connections between the dominant themes of public debate and the political actors involved.
The dominant cluster revolves around Diana Buzoianu and shows that the subject that captured attention was represented by the issues caused by the works at the Paltinu Dam (suspension of water supply to several communities) and the political controversies generated. The associations capture both the administrative dimension of the case (Apele Române, Dâmbovița, Prahova, ESZ Prahova) and the political one (USR, PSD, Ilie Bolojan, Sorin Grindeanu), reflecting the high level of visibility and controversy.
Another important area connects ministers with moderate visibility – Radu Miruță (USR), Alexandru Rogobete, Cseke Attila (UDMR), Oana Țoiu (USR) – and a heterogeneous thematic domain, indicating general mentions about governmental activity and topics of national relevance. The associated nodes (Romania, Nicușor Dan, Bucharest) indicate the presence of ministers in discussions on general or sectoral topics that animate public debate.
Daniel David dominates a group that also includes entities outside the education domain, outlining a thematic pole oriented towards reforms and the European agenda. Here is also found Minister Dragoș Pîslaru, as well as entities such as European Prosecutor's Office, PNRR, or Government. However, the core of the discussions remains closely tied to policies and debates in education.
A small-sized cluster centers on Bogdan Ivan, associated with the ministerial area he manages and with Romania. This reflects a well-defined thematic domain, focused on communications related to the energy system.
