A PNL minister leads the weekly ranking of government members' visibility, followed by representatives of USR and PSD, according to data monitored and processed by NewsVibe, an AI media monitoring platform. The ranking expresses the level of online visibility of the ministers (not including Prime Minister Ilie Bolojan, whose exposure is significantly higher), highlighting the volume of mentions, the impact generated, the topics that brought the ministers to the forefront and the tone of online conversations.
Finance Minister Alexandru Nazare (PNL) clearly dominates the top of the government members present in the online conversation between August 13 and August 19, with a volume of mentions almost double that of the next highest. His announcement of the measures included in Tax Package 2 attracted a lot of attention and visibility in the online space. The tax on parcels coming from outside the EU, an increase in the share capital for LLCs or a new formula for taxing multinationals are proposals that have generated reactions and numerous mentions. The Finance Minister also stood out for his message about the risk of recession for Romania.
Second in the rankings is Oana Țoiu (USR), who in recent weeks remains one of the most visible ministers of the Bolojan cabinet. The Foreign Minister has stood out in the context of the discussion with Kaja Kallas, EU High Representative for Foreign Policy, on the negotiations on ending the war in Ukraine, but also by her messages on Romania's inclusion in the Visa Waiver Program.
Alexandru Rogobete (PSD) is still in third position, as he was last week. The Health Minister has referred to the Public Prosecutor's Office following irregularities discovered at the Major Burns Center at Floreasca Hospital and announced a series of changes in hospital management and for the protection of patients' rights - electronic register for reporting nosocomial infections, and patients' reporting of cases in which they were abusively redirected to a private practice from the public hospital.
Last in the ranking, with the lowest number of mentions, is Deputy Prime Minister Marian Neacșu (PSD).
Comparatively, Prime Minister Ilie Bolojan (who is not included in the analysis) has more than 4,500 online mentions, exceeding the total number of mentions recorded by all ministers combined.

TRENDS IN MINISTERS' VISIBILITY. Ministers with the most mentions show increases in visibility compared to the previous measured range. Most notable is Minister Alexandru Nazare, with a consistent increase in visibility (almost 400%) and a rather negative tone of mentions. The exception is Alexandru Rogobete, on a downward trend (39%), but with a predominantly positive tone of mentions.
BAROMETER PUBLIC TONE. The sentiment analysis highlights that the name of Minister Daniel David is still associated with a deeply negative context. The Minister of Education tried to justify the crisis measures affecting student scholarships and announced that more than 1,500 specialists will be involved in the development of new curricula for secondary education. The Minister Oana Țoiu and Alexandru Nazare also spoke in a negative context. There were also negative conversations about Government, Floreasca Hospital and Russia.
Alexandru Rogobete, but also institutions such as the Romanian Navy or suprastate entities such as the EU and NATO.The sentiment analysis performed by the NewsVibe platform uses artificial intelligence to detect the tone of online content related to each mentioned entity. SEMANTICAL NETWORK OF GOVERNMENT DEBATES. To get a more detailed picture of how government members are present and associated in online discussions, we used semantic network analysis. This tool, developed by NewsVibe, highlights the connections between topics of interest and public actors, based on simultaneous appearances in the most influential online sources in Romania.
The analysis brings to the foreground a central debating community dominated by Alexandru Nazare, who is associated with economic and fiscal issues and who has a strong visibility through his work at the Ministry of Finance, with ANAF being another institutional actor present in the discussions.
Oana Țoiu is part of another consistent segment of the public debate focused on foreign policy, being associated with actors such as Nicușor Dan, US, Ukraine or Donald Trump.
Ministers such as Daniel David or Dragoș Pîslaru are connected in a segment of discussions targeting PNRR and government reforms. This cluster reflects thematic debates in which other members of the government team are also involved.
A more concentrated and peripheral community, a sign of a focused visibility, is the one in which Alexandru Rogobete, thematically associated with public health policies, is found.
Minister Ionuț Moșteanu is mentioned in association with Romania, European Union and USR, also in a distinct and peripheral cluster.
Diana Buzoianu and Radu Miruță are in separate, isolated and quantitatively reduced communities, but distinct within the network.NEWSVIBE GRAPH. Semantic network associated with online conversation about ministers in the last week.
