Two ministers from PSD and one from USR are at the top of the visibility ranking of Government members, in the last week, according to data extracted with the help of NewsVibe, an AI platform for monitoring and detecting online trends. The analysis targets the visibility level of Government members in the digital space, except for Prime Minister Ilie Bolojan, whose consistently high public presence would distort the perspective on the results at the level of the entire cabinet. The measurement of visibility is based both on the volume and relevance of mentions in the online environment, complemented by the identification of dominant themes, semantic network analysis, and sentiment and tone evaluation.
The top of government members present in online conversation, during the period of January 7 – 13, is led by Radu Marinescu (PSD). The plagiarism accusation launched against him and the controversy surrounding the debate on the subject generated visibility and propelled the Minister of Justice to first place in the ranking. His presence in the public space was also reinforced by statements regarding the initiation of the procedure for appointing new chief prosecutors. He explicitly rejected the hypothesis of a political negotiation.
The second position goes to Minister Radu Miruță (USR). His presence in online conversation was fueled by a series of public interventions, such as: explanations regarding President Nicușor Dan's flight to Paris, the Minister of Defense providing technical details about the operation of the military aircraft and the costs associated with the trip; statements regarding public administration reform and raising the retirement age for employees in MApN, MAI, and intelligence services; statements regarding regional security and the scenario of sending troops to Greenland.
Close behind him is Minister Bogdan Ivan (PSD), whose online visibility was ensured by public interventions regarding Romania's energy security, in the context of difficult weather conditions in the early days of January. He consistently communicated about stock levels, as well as about the activation and coordination of the National Energy Command. His visibility was amplified by statements regarding the capping of gas prices after April 1, with the minister emphasizing that no increases are anticipated and that there are protection scenarios for consumers.
The Minister of Culture Demeter András István (UDMR) occupies the last position in the ranking, having a reduced presence in online debates.
In comparison, Prime Minister Ilie Bolojan (who is not included in the analysis) recorded over 2,300 mentions, far exceeding any government member, but below the total of all of them combined.

TRENDS IN MINISTERS' VISIBILITY. All three ministers at the top of the ranking are on an upward trend, which is much more pronounced in the case of Minister Radu Marinescu. The plagiarism accusation regarding his doctoral thesis, coming against the backdrop of the initiation of the procedure for appointing high prosecutors, placed him at the center of public debate. As such, his name appears against a deeply negative backdrop. A consistent increase in visibility is also recorded for Minister Bogdan Ivan, but against a balanced public tone. The growing trend of Minister Florin Barbu (PSD) is also noteworthy, whose visibility, against a heightened negative backdrop, came in the context of controversies related to the signing of the EU-Mercosur trade agreement.
PUBLIC TONE BAROMETER. The sentiment analysis also highlights the name of Radu Marinescu mentioned in a negative context, regarding the plagiarism accusation.
Accusations from within the government against the Minister of Foreign Affairs, after Romania voted for the EU-Mercosur agreement, as well as the simple motion against her, announced by the parliamentary opposition, placed mentions about Oana Țoiu (USR) in a negative context.
In discussions about ministers, a negative tone was also present regarding PSD and USR.
Among the ministers mentioned in a positive context are Bogdan Ivan, as a result of public communication focused on the stability and energy security of Romania.
Positive mentions also exist for international actors such as EU or Mercosur.
The NewsVibe platform uses advanced artificial intelligence solutions to evaluate the context and tone of conversations in the online environment, associated with relevant themes and actors for the public agenda. In this report, the analysis focused on mentions in the digital space regarding the members of the Romanian Government.

THE SEMANTIC NETWORK OF GOVERNMENT DEBATES. The semantic network analysis illustrates how Government members appear and are correlated in online conversations. Based on consolidated data from the most relevant digital sources in Romania, the NewsVibe platform builds a map of relationships between the main subjects of the public agenda and political actors with high visibility in the digital space.
The dominant cluster of discussions revolves around a theme (the EU-Mercosur trade agreement) with economic and geopolitical relevance. Romania functions as an aggregator node, connecting international actors (EU, Mercosur) and government political figures (Florin Barbu, Oana Țoiu, Ilie Bolojan) or parliamentary (USR).
Another important segment centers on Minister Radu Marinescu, structured by the plagiarism accusation against him. The network indicates a convergence between political actors (PSD), journalistic investigations (PressOne, Emilia Șercan) and amplification through social media platforms (Facebook).
The name of Bogdan Ivan dominates a well-defined and thematically coherent group, focused on energy security and infrastructure management, in a crisis context (low temperatures and the situation of the energy system in Bucharest).
Another well-defined area features Minister Radu Miruță as a central actor, associated with President Nicușor Dan. This reflects, first and foremost, the debate surrounding the President's trip to Paris.
A small-sized cluster, indicating limited and contextual visibility, features Minister Alexandru Rogobete (PSD) and the specific activity of the Ministry of Health.
