Two ministers from USR and one from PSD are at the top of the visibility ranking of Government members, in the last week, according to NewsVibe data, an AI platform for real-time media monitoring. The analysis focuses on the online visibility level of Government members, excluding Prime Minister Ilie Bolojan, whose consistently high presence would distort comparisons at the Executive level. The evaluation is based on both the volume of mentions and their impact, complemented by the analysis of the main discussion topics, semantic relationships, and the tone associated with public appearances.

For the second consecutive week, the top of the government members present in online conversation (January 21 – 27) is led by Radu Miruță (USR). The Minister of Defense has been in the spotlight due to his controversial statement regarding Nicolae Ceaușescu's "patriotism" and subsequent clarifications. He has also been visible in the public space through the information provided about projects funded by the European SAFE program.

Oana Țoiu (USR) maintains the second position in the ranking, amid the visibility generated by her participation in the World Economic Forum in Davos. The Foreign Minister stood out for her positioning regarding the respect for the principle of state sovereignty, as well as for her indirect response to President Donald Trump's statements, evoking Romania's role after the September 11 attacks and her commitment within NATO. Visibility was also amplified by statements regarding the American initiative to create a "Council for Peace," a topic that generated media interest.

Close behind her, at a small distance, is Minister Bogdan Ivan (PSD), whose visibility was fueled by participation in the World Economic Forum in Davos, where he held discussions with relevant actors from the international political and economic arena, including Eric Trump. The Minister of Energy also stood out for his statements regarding the stability of gas prices and Romania's ability to manage potential supply crises.

Deputy Prime Minister Marian Neacșu (PSD) remains in the last position, with a minimal number of mentions in online conversation.

In comparison, Prime Minister Ilie Bolojan (who is not included in the analysis) recorded over 5,600 mentions, marking a presence in online conversation that is significantly superior to all other Government members combined.

TRENDS IN MINISTERS' VISIBILITY. All three ministers at the top of the mentions ranking are on an upward trend (compared to the previous week), slightly more pronounced in the case of Oana Țoiu. However, it is noted that the tone is rather negative in the case of Radu Miruță, against the backdrop of the statement about Nicolae Ceaușescu's "patriotism," balanced/neutral in the case of Oana Țoiu, and positive for Bogdan Ivan.

PUBLIC TONE BAROMETER. The sentiment analysis highlights the name of Radu Miruță mentioned in a negative context. Additionally, Radu Marinescu (PSD) also appears in negative contexts, amid accusations of plagiarism, as well as sensitive topics in the field of justice, such as the debate regarding the potential amendment of legislation concerning the criminal liability of minors, triggered by the crime in Cenei, but also the public explanations provided regarding granting permissions to certain convicted individuals for serious offenses.

A negative tone in the discussion about ministers also existed in connection with Nicolae Ceaușescu and PSD.

In terms of positive visibility context, the name Diana Buzoianu (USR) stands out, who announced the installation of electric fences in areas where bears cause problems, as well as the update of the SUMAL application to stop wood theft.

The NewsVibe platform uses advanced tools based on artificial intelligence to identify and analyze the context, as well as the tone of discussions in the online environment, in relation to relevant topics and actors for the public space. The present analysis follows how members of the Romanian Government are mentioned and reflected in the digital environment.

THE SEMANTIC NETWORK OF GOVERNMENT DEBATES. The semantic network analysis highlights how Government members appear and relate within discussions in the online space. Based on aggregated data from the main digital sources in Romania, the NewsVibe platform reconstructs the architecture of connections between the central themes of the public agenda and the political actors with the highest level of online visibility.

A central cluster in terms of connection density focuses on the node Romania and concentrates discussions with geopolitical relevance and foreign policy. It reflects the participation of the Romanian delegation at Davos and associates internal political actors, such as Oana Țoiu and Nicușor Dan, with international actors (Donald Trump, USA, NATO).

A thematic group centered on energy policies has Bogdan Ivan as its focus. He is associated with the Ministry of Energy and themes related to energy security, investments, and strategic partnerships.

The political-institutional area has Alexandru Nazare (PNL) and Deputy Prime Minister Oana Gheorghiu in the foreground, being associated with Ilie Bolojan, the Government, and PSD. The cluster reflects governmental activity and communication.

A well-defined segment is built around Radu Miruță and reflects the high exposure generated by his controversial statements. The minister is associated with entities such as Digi, Nicolae Ceaușescu, USR, and the Ministry of Defense.

A distinct area of debates targets the EU–Mercosur trade agreement and its implications for Romanian agriculture. At the forefront is Minister Florin Barbu (PSD).

A marginal thematic cluster, gravitating around a specific subject (the crime in Timiș) has Radu Marinescu as its central node.

Another marginal area brings together ministers Alexandru Rogobete (PSD) and Diana Buzoianu. This reflects the public communication of the two ministers on specific topics related to their respective domains.
