The European Commission published on August 28, 2025, two legislative proposals for the implementation of the tariff aspects of the EU-US joint declaration.


The Parliament adopted its negotiating mandate with the Council on March 23, 2026.


The European Parliament and the Council are nearing an agreement on the legislation that needs to implement the tariff aspects of the EU-US trade agreement from Turnberry, but negotiations will continue.


After the second trilogue with the governments of the member states regarding the final form of the legislation, Bernd Lange, S&D MEP from Germany and head of the Parliament delegation, said that the discussions were constructive and brought progress.


"We have just concluded a second constructive trilogue, during which we made good progress on the safeguard mechanism and the review and assessment of the main regulation, but we still have a long way to go," Lange stated.


He said that the Parliament will continue to work quickly and responsibly on the two legislative proposals, so that the letter and spirit of the Turnberry agreement are respected, while adhering to democratic norms, procedures, and the institutional timeline.

The head of the Parliament delegation stated that the MEPs remain committed to defending the Parliament's mandate and obtaining additional guarantees for citizens and companies in the EU and the US.


"We remain more committed than ever to advancing and defending the Parliament's mandate, to provide additional guarantees that will benefit citizens and companies both in the EU and in the US," Lange stated.


The negotiators will meet again on May 19, 2026.


The substantive political agreement was announced on July 27, 2025, in Turnberry, Scotland, by US President Donald Trump and European Commission President Ursula von der Leyen. The agreement addressed tariff and trade issues and was later detailed in a joint declaration published on August 25, 2025.


On August 28, 2025, the European Commission published two legislative proposals for the implementation of the tariff aspects of the joint declaration.


The first proposal offers preferential access for American goods to the European Union market. The second extends the existing zero-tariff regime for imports of certain types of lobster.


The European Parliament adopted its negotiating mandate with the Council regarding the EU-US trade agreement on March 23, 2026.


The Turnberry agreement is part of the transatlantic trade relationship between the European Union and the United States, in an area under the competence of the EU's common trade policy.


For the tariff commitments made in the EU-US joint declaration to have legal effects in the European Union, they must be transposed through legislation adopted by the European co-legislators.


The negotiations in trilogue are the stage in which the European Parliament and the Council try to reach a common final text. In this file, the Parliament insists on guarantees related to the safeguard mechanism, the review, and the assessment of the main regulation.
