The European Commission, led by President Ursula von der Leyen, is prepared to propose the 21st package of sanctions against Russia, focused on essential sectors such as energy, banking, and fishing. In a statement made in Brussels, von der Leyen emphasized that these sanctions are intended to have a significant impact on the Russian economy, undermining the foundations of the Kremlin's war effort.

The sanctions package will need to be reviewed and approved by all 27 member states of the European Union, which may lead to changes in case any government raises objections. So far, the EU has imposed sanctions on over 2,400 individuals and entities in response to Russia's invasion of Ukraine in 2022, including asset freezes and travel bans for Russian officials and organizations involved in supporting Moscow.
