France, through President Emmanuel Macron, has requested the introduction of new EU taxes to finance the community budget, estimated at approximately 2 trillion euros. This initiative comes in the wake of difficulties encountered in negotiations for the future multiannual financial framework of the European Union, in which member states have failed to reach a consensus on the revenue package proposed by the European Commission.
Previous proposals, which included taxes on carbon and electronic waste, were rejected by several governments due to their impact on national industries. France is seeking additional sources of revenue to reduce pressure on national contributions, considering that a failure in negotiations could force the country to contribute more to the national budget, a sensitive issue ahead of the 2027 elections.
In parallel, the European Parliament has proposed taxes for crypto companies and digital giants, but France believes these are not sufficient. France is also testing support for tightening climate obligations for foreign airlines.
