The Ministry of Culture has emphasized the importance of culture in society and education, proposing a reduced VAT rate of 11% for books, newspapers, magazines and access to cultural institutions. In contrast, tickets to cultural events will be taxed at 21%, putting them in the same category as commercial entertainment. The Ministry considers it essential to differentiate between cultural acts and mass entertainment in order to properly reflect the contribution of culture to society.
