Under pressure from the United States, Ukraine is exploring the possibility of creating a special economic zone in Donbas, but insists on the need for mutual concessions and security guarantees. Dmitro Kuleba, former foreign minister, emphasized that the Donetsk region is crucial for national pride and Ukraine's strategic security.

Although a free economic zone is being discussed, Kuleba and others are skeptical, fearing that the withdrawal of Ukrainian troops would allow Russia to take control. Economists and diplomats warn that investments in the area are unlikely, and the idea is seen as an attempt to mask the transfer of territories to the enemy. Ukraine hopes to secure an economic agreement with the U.S. for post-war reconstruction, but the prospects remain uncertain, and security is a major concern.
