The real estate market in Romania experienced significant changes in 2025, especially after the increase of VAT from 19% to 21%. Although real estate transactions for individual homes slightly decreased in the first two months following the increase, they rose by 10.5% compared to the previous months. In July 2025, before the increase, there were 17,300 transactions, the best month since March 2022. In August and September, the number of transactions decreased, but interest in searching for homes remained high, with a 25% increase in ad views.
The number of building permits increased by 4.4% in August, with a usable area authorized of 779,000 square meters. In the first eight months of the year, 24,800 permits were issued, and the number of authorized homes increased by 9.4%. Bucharest and Ilfov led in the number of authorized homes, while Constanta recorded a decrease. Additionally, the number of active mortgages increased by 12.3% compared to last year, indicating a positive dynamic in the financial sector. The BNR maintained the monetary policy interest rate at 6.5%, and the euro slightly increased compared to previous months.
