The National Agency for Cadastre and Real Estate Publicity (ANCPI) is facing an IT blockage that has lasted for three weeks, severely affecting the real estate market in Romania. Over 5,000 real estate transactions, with a total value of 1 billion euros, have been postponed due to the inability to obtain land registry extracts and to register property rights or mortgages.
This situation has led to a delay in granting mortgage loans, the value of which exceeds 437 million euros. Associated risks include the expiration of pre-contracts and pre-approval periods for loans, which could generate additional costs and litigation. Additionally, home sales have decreased by 1.4% in Bucharest and Ilfov and by nearly 9% nationwide in the first half of the year.
