BSOG Chief: the EU policy on CO₂ capture is a direct attack against Romania. Romanian companies are suing the European Commission.

At the Economist Romania Government Roundtable 2026, the CEO of Black Sea Oil & Gas (BSOG), Marc Beacom, stated that the European policy on CO2 capture penalizes domestic gas producers in Romania, favoring instead imports of liquefied natural gas from countries like Qatar or the USA, which have a larger carbon footprint.



Beacom emphasized that the European Union decides to punish Romanian producers to buy gas from other regions, including Russia. Sebastian Burduja, former Minister of Energy, added that it is not fair for Romania to bear 25% of the CO2 storage obligations at the EU level, considering that it contributes only 3% to continental carbon emissions.



OMV Petrom and Romgaz, the largest hydrocarbon companies in Romania, are among those affected by European legislation, having CO2 storage quotas of 5.88 million and 4.12 million tons per year, respectively. BSOG will have an obligation of 250 thousand tons per year.



All major producers of oil and gas in Romania have sued the European Commission at the CJEU, seeking the annulment of the EU Net-Zero Industry Act (NZIA).
