The Russian oil group Lukoil has announced that it has finalized an agreement for the sale of its Lukoil International GmbH division, which includes its international assets, to the American fund Carlyle Group. This decision comes in the context of sanctions imposed by the U.S. in October 2025, in response to the stagnation of peace negotiations between Russia and Ukraine. Lukoil has been required to sell its foreign assets by February 28, 2026, according to U.S. regulations. The company has an extensive network of over 5,300 gas stations in 20 countries and refineries in Europe, with an annual production of 13.5 million tons. In Romania, Lukoil owns the Petrotel refinery and operates a network of 300 distribution stations.
