The Ministry of Finance is launching a new edition of the Fidelis government securities program from October 2 to 9, 2026. Investors can earn tax-exempt interest of up to 7.75% on securities denominated in lei and up to 6.60% on those denominated in euros.
For securities denominated in lei, the interest rate is 6.60% for a two-year maturity, 7.15% for a four-year maturity and 7.75% for a 10-year maturity. Blood donors benefit from a special tranche in lei, with an interest rate of 7.60% and a two-year maturity.
For euro-denominated issues, the interest rates are 4.50% for three years and 6.60% for 10 years. Blood donors can purchase three-year securities with an interest rate of 5.50%.
These special benefits are available to individuals who can prove that they donated blood starting May 1, 2026. The minimum subscription threshold is reduced to 500 lei for the tranche denominated in lei and 100 euros for the euro-denominated tranche, within maximum limits of 100,000 lei and 20,000 euros, respectively.
The securities have a nominal value of 100 lei or 100 euros, and the income is tax-exempt. Individuals over the age of 18 can subscribe through partner banks and TradeVille, in partnership with Libra Bank. The securities are listed on the Bucharest Stock Exchange and can be sold before maturity.
