On September 17, 2026, the European Commission approved, without modifications, the Action Plan drawn up by ANSVSA to unblock exports of sheep and goats from Romania. The decision was supported by all 27 representatives of the Member States and paves the way for a reassessment of the country’s epidemiological status.

The plan provides for vaccination differentiated according to regional risk. In Tulcea and Constanța counties, considered maximum-risk areas, the complete vaccination schedule against Peste des Petits Ruminants and Sheep and Goat Pox will be applied. In the rest of the country, only the vaccine against sheep and goat pox will be administered, to maintain the status of territory free from PPR and protect traditional exports.

Romania will receive 1.3 million doses of vaccine free of charge from the European Commission, at no cost to farmers. Exports to third countries will resume after the adoption of a new European decision, the activation of trade agreements, and the start of the vaccination campaign.

ANSVSA announces that it has already secured export markets in Saudi Arabia, Jordan, Morocco, Tunisia, Israel, and Libya. The plan does not affect exports of carcasses, milk, or dairy products. The authorities warn that illegal animal transports may delay the resumption of deliveries.
