Milestone 121, which provides for the appointment of managers at energy companies, must be completed by November 28, 2025. With only three days remaining, the selection processes are still ongoing, acknowledged by the Minister of Energy, Bogdan Ivan. He mentioned that he cannot estimate the financial losses until the selection processes are completed, but stated that Romania will save at least 90% of the total amount of 227 million euros. The delays are caused by the late start of the procedures, with the example of Hidroelectrica being relevant, where the selection for the general and financial director only began at the end of September, despite the European Commission requesting new appointments as early as May.
The Ministry of Energy stated that it has no role in the selection of directors, which is the responsibility of the Supervisory Board. If the milestone is not met, Romania risks losing the entire amount of 228 million euros from the PNRR. The companies involved include Hidroelectrica, Nuclearelectrica, Romgaz, and others, and the Ministry of Energy has informed that it cannot make the necessary changes at all companies.
