The General Mayor of the Capital, Ciprian Ciucu, stated that the budget of Bucharest is in a critical situation, describing it as an "elephant in the room". He emphasized that the budgetary disaster began in 2023, with the ordinance of the Ciolacu Government, which reduced income tax rates for municipalities. Ciucu explained that the City Hall started the year with only 317 million lei, much less than in previous years, which leads to an inability to pay.

The mayor mentioned that he will have to implement reforms and cut expenses, including through the restructuring of institutions. He highlighted the large debts of the City Hall, including lost lawsuits and subsidies for public transport, which severely affect the budget. Ciucu emphasized that, although he would like to raise taxes, the revenues would go to the sector city halls, leaving him without fiscal flexibility. He promised that he would do everything necessary to balance the budget, but warned that the measures would not be sufficient to solve the city's financial problems.
