A tragic incident occurred on Wednesday at Jilava Penitentiary, where a 32-year-old man, A.V. Turcescu, was found hanged in the bathroom of his cell. The inmate, who was in a semi-open regime and had been sentenced for aggravated theft, was discovered by a cellmate who alerted the prison staff. The man hanged himself from the metal grille of the window with a textile cord. The prison doctors and the SMURD crew performed resuscitation maneuvers; however, around 3:35 PM, he was declared dead due to cardiac arrest.
The incident was captured on the body-cam footage of the agents, and the victim's family has been informed. Although there are no clear indications of criminal activity, authorities do not rule out the hypothesis of a masked murder as a suicide, considering that the inmate was not known to have self-aggressive tendencies. The commission for individuals at risk of self-aggression, which was supposed to monitor such cases, is the subject of an internal evaluation.
This incident raises questions about the management of the penitentiary, in the context of recent issues within the Romanian penitentiary system, including the escape of another inmate. Authorities have launched an investigation to determine the circumstances of the death and to assess whether there were deficiencies in monitoring the inmate, including how cases of self-aggression risk were managed.
