Cartel Alfa has recently criticized a draft law on access to Pillar II funds, stressing that the system is incomplete and lacks guarantees. The unionists say that while contributions are compulsory, there is no guaranteed return or discounting with inflation. They call for the introduction of a minimum guaranteed return to protect pensioners' incomes and to ensure the managers' accountability. They also stress that Pillar II should function as a social shield, not a profit instrument.
