The Senate of Romania has adopted the Territorial Planning, Urbanism and Construction Code (CATUC), after it received a favorable vote in the Chamber of Deputies. The Minister of Development, Cseke Attila, stated that the new regulations will digitalize the construction approval process, reducing bureaucracy and speeding up the approval of urban planning plans.


The Code provides rules for both large cities and simplified procedures for the rural environment, thus facilitating the development of localities. This legislative reform is considered essential for modernizing the legislative framework in the real estate and territorial development sectors in Romania. Additionally, the adoption of the Urbanism Code is an important milestone within the National Recovery and Resilience Plan, with significant financial implications for the country. The Code will come into force 15 days after promulgation.
