Nicodim states that the ANAR plan anticipated identifying alternative water sources only in the third stage, at the end of winter, which could have led to a water crisis.
He criticizes Apele Române for leaving 100,000 people without water and emphasizes that the mayor of Cornu had requests denied for boreholes that could have prevented this situation. Ana-Maria Agiu from ANAR acknowledges that each involved institution has a share of the blame and that municipalities should have had local plans for emergency situations, including alternative water sources.
