The main reason is the lack of an approved budget from the Environmental Fund Administration (AFM), which makes the existence of a new wave of funding uncertain. Buzoianu explained that the available funds will most likely be directed towards already initiated European projects, such as those in the National Recovery and Resilience Plan (PNRR). The minister emphasized that the AFM budget comes from pollution taxes and revenues from the sale of green certificates, and the money from taxes can be used for various projects, while the funds from certificates are restricted to initiatives that reduce emissions. The prioritized projects include recycling initiatives and voluntary contribution centers, which require urgent funding.
