The Romanian government has initiated a draft resolution aimed at updating the regulations regarding the use of electronic fiscal marking devices, with the goal of simplifying procedures for the business environment. The Minister of Finance, Alexandru Nazare, stated that this project transforms the fiscal receipt from a simple printed document into a digital instrument, which will include elements such as a QR code and unique identifiers, facilitating the transmission of data to ANAF.


The project provides for an implementation deadline until November 1, 2026, giving economic operators the necessary time to adapt their systems. Among the main changes are the modernization of the fiscal receipt, its integration into the digital fiscal ecosystem, simplification of the relationship with ANAF, and flexibility in card payments. Additionally, it is proposed to update the CAEN codes and reduce the retention periods for fiscal documents. Thus, the Ministry of Finance aims to improve the interaction between the state and the economic environment, increasing transparency and efficiency in the fiscal system.
