After the case of the private dog shelter Suraia, dubbed the camp of horrors, the publication Snoop reveals that another private kennel is facing accusations such as "killing animals with intent without rights." This concerns the shelter of the Aspa Ivets Association in the village of Uzunu, Giurgiu County, which has ten criminal cases, all opened in the last five years.
Between January 2023 and November 2025, Aspa Ivets euthanized nearly 16,000 dogs, 70% of whom died by euthanasia. Additionally, the organization sterilized only 19% of the adopted dogs, despite the legal obligation to do so. According to Snoop, Aspa Ivets killed 14 dogs a day.
At the Animal Protection office in Giurgiu, there are currently ten criminal cases regarding the activities of Aspa Ivets. They were opened between 2020-2025 and are being investigated, according to the police in Giurgiu: killing animals with intent without rights, mistreatment of animals, abuse of office, falsification of material in official documents, use of forgery, practicing a profession or activity without rights, fraud. The NGO has found a way to collect public money from dozens of municipalities without going through classic public procurement procedures. The association has obtained public funds from dozens of municipalities through a 'membership fee' system, with just the membership fees generating nearly 650,000 euros. However, many municipalities do not know how many dogs have been captured with their money. The courts of accounts in different counties have had different interpretations regarding the legality of these payments. Snoop attempted to contact representatives of Aspa Ivets for a statement, but they did not respond. This situation highlights the issues within the stray dog management system in Romania.
