The National Bank of Romania (BNR) has suspended, starting January 20, the functionality of the E-BLOC platform for processing maintenance payments, following a request for clarification from the operator XiSoft Servicii SRL. This measure was imposed because BNR determined that E-BLOC services do not fall within the legal exceptions for authorization. All transactions made before the suspension will be completed without issues, and homeowners' associations will receive the corresponding amounts.
Associations are advised to use the existing funds from the association's wallet to withdraw them into the bank account or to pay eligible invoices. Until the situation is clarified, maintenance payments must be made through traditional methods, such as cash or bank transfer. This temporary suspension imposes additional administrative pressure on associations, especially for those that have given up cash payments. The resumption of payment services depends on XiSoft's compliance with BNR requirements, which may include obtaining authorization as a payment institution.
