The government adopted OUG 78/2025: Major changes to the taxation of hybrid cars

Recently, the Government adopted Emergency Ordinance 78/2025, which modifies the provisions regarding the taxation of automobiles, especially for hybrids. Thus, the tax for hybrid cars has increased significantly; for example, for a car with a capacity of 2,499 cubic cm, the annual tax has been raised from 76.3 lei to 953.36 lei. The 95% reduction applied by many local councils, which allowed a tax of only 50 lei per year, has been eliminated.

The new regulation introduces a new tax structure, related to 200 cubic cm, and limits reductions for hybrids with CO2 emissions below 50 g/km to a maximum of 30%. Thus, the minimum tax for these vehicles will be 70% of the value established in the table, which means a tax of 667.35 lei. In comparison, cars with the same engine capacity but with E4 and E6 pollution standards will have annual taxes of 1,107.05 lei and, respectively, 972.11 lei. These changes reflect a shift in the authorities' approach to the taxation of hybrid vehicles.
