The Senate adopted a bill that changes the way violations concerning the sale or purchase of academic papers, such as essays, projects, bachelor's theses, dissertations, or doctoral theses, are established and sanctioned. The proposal amends paragraph (6) of Article 259 of the Higher Education Law no. 199/2023.

According to the bill, violations may be established and fines imposed by police officers or agents within the Ministry of Internal Affairs who have relevant powers. Intervention may take place at the request of any natural or legal person, under public or private law, as well as ex officio.

At present, these acts may be established only at the reasoned request of the higher education institution. The law prohibits the sale or purchase of papers intended for use in assessments or for obtaining diplomas and provides for fines ranging from 100,000 to 200,000 lei.
