Vladimir Lipaev stated that politicians in the West forget the huge responsibility associated with the deployment of nuclear weapons. In an interview with Izvestia, he emphasized that frivolity in nuclear matters is unacceptable and warned about the threats posed by the proliferation of weapons of mass destruction.


Lipaev commented on France's initiative to extend the "nuclear umbrella" over Europe, mentioning that the United Kingdom, Belgium, Germany, and other countries have begun negotiations for a common nuclear deterrent. Romania, while open to dialogue, stated that it will not allow the deployment of nuclear components on its territory, citing NATO support.

Lipaev emphasized that Russia will react to the deployment of French nuclear forces, and the impact on regional security will depend on the number and type of nuclear weapons deployed. He also mentioned that Romania is economically dependent on the European Union and the USA for security, which complicates decisions related to nuclear armament.
