ROMATSA confirms the insurance seizure ordered in the Pfizer vs. Romanian state procedure. Pfizer has blocked ROMATSA's accounts for the debt of 600 million euros from the vaccine doses case.

ROMATSA has been notified by EUROCONTROL regarding the establishment, on June 30, 2026, of a precautionary-executory seizure within an enforcement procedure initiated by Pfizer Romania SRL against the Romanian state. The company specifies that it has contacted a law firm in Belgium that has assisted the institution in similar situations, in order to analyze the available legal options, including the possibility of suspending the execution of the ordered measure.

„Regarding the notification received from EUROCONTROL within an enforcement procedure against the Romanian state, the Autonomous Administration "Romanian Air Traffic Services" - ROMATSA has been notified by EUROCONTROL regarding the establishment, on June 30, 2026, of a precautionary-executory seizure within an enforcement procedure initiated by Pfizer Romania SRL against the Romanian state, for a total amount of 3,419,721,100.56 RON (principal and interest), to which recovery costs of 18,564,777.07 EUR are added.

At this moment, the air navigation services provided by ROMATSA are operating under normal conditions, without any impact on the safety, continuity, or quality of air traffic services.

The notification sent by EUROCONTROL aims to enforce the obligations that this organization has as a seized state, according to applicable legal procedures, and concerns the amounts that EUROCONTROL collects for the provision, by ROMATSA, of route air navigation services.

Under this notification, EUROCONTROL has the legal obligation to declare, within 15 days, the amounts owed or due to the Romanian state and to temporarily immobilize them, being prohibited from making payments to any other person than the applicant of the seizure, until the dispute is resolved.

We specify that ROMATSA is not and has not been a party in this procedure or in the dispute that generated it, which is exclusively directed against the Romanian state.

The notification received represents a procedural stage of an enforcement action concerning the state, not the administration, whose revenues are still affected. This is the third such situation that ROMATSA faces through the collection mechanism administered by EUROCONTROL, following the previous cases recorded in the Micula case, in 2015 and 2019.

In this context, ROMATSA has already taken all necessary measures to protect the interests of the institution and to clarify the legal and operational implications of this notification. A law firm in Belgium that assisted the institution in the aforementioned precedents has been contacted to analyze the available legal options, including the possibility of suspending the execution of the ordered measure.

Additionally, ROMATSA urgently informed the Ministry of Transport and Infrastructure and the Ministry of Finance, with which it is in constant contact to coordinate institutional efforts, and a technical meeting with representatives of EUROCONTROL - Central Route Charges Office (CRCO) is scheduled for the near future. Currently, all legal and financial consequences of this situation are being analyzed, together with the competent authorities and with specialized legal assistance.
