10.8% of Romanians faced difficulties in maintaining warmth in their homes in 2024, an improvement compared to 2023, when this percentage was 12.5%. However, Romania still remains above the European Union average regarding the proportion of the population that cannot heat their homes.

Compared to other member states, Romania has an intermediate situation, better than the countries most affected by energy poverty, such as Greece (19%), Lithuania (18%), and Spain (17.5%), but more difficult than in Germany (6.3%), Hungary (6%), and Poland (3.3%). The phenomenon is influenced by the income of the population, energy costs, and the energy efficiency of homes. Northern European countries, with better-insulated homes and extensive support, have the lowest values, while southern and eastern European states, including Romania, face a higher proportion of affected individuals due to lower incomes and less energy-efficient buildings.
