The Romanian Auto Registry (RAR) has launched a national information and control campaign to verify compliance with legislation by operators selling used vehicles. RAR has received numerous complaints regarding the sale of second-hand cars without the Vehicle Identity Card (CIV). According to the law, the last owner is required to transfer the CIV to the buyer. The purpose of these checks is to protect consumers and ensure transparency in the used vehicle market. RAR emphasizes that sellers offering vehicles without a CIV can leave buyers in difficult situations, including additional costs for bringing the vehicle into compliance. The campaign aims to strengthen commercial discipline and provide accurate information to consumers.
