The Romanian Auto Registry (RAR) has launched a national information and control campaign to verify compliance with the legislation by operators selling second-hand vehicles. This action comes in response to numerous reports related to the sale of used vehicles without the issuance of the vehicle identity card (CIV). According to the law, the last owner is obliged to transfer the CIV to the new owner upon the sale of the vehicle. RAR aims through these controls to protect consumers and increase transparency in the used vehicle market.
The campaign aims to prevent risks associated with purchasing a vehicle without a CIV, warning buyers that, in the absence of this document, they may face additional costs or the inability to register the vehicle. RAR emphasizes the importance of obtaining the CIV before completing a transaction.
