Dan Câmpean, head of the National Cyber Security Directorate, stated that the ransomware attack on the National Administration of Penitentiaries is most likely carried out by the hacker group Babuk, which has been active in Romania in the past. Although the group members speak Russian, they cannot be explicitly associated with a state actor. The attack affected the ANP's equipment, and to limit the spread of the incident, some services have been suspended.
Câmpean emphasized that there is no correlation between this attack and the one on the National Cadastre Agency. Every day, tens of thousands of cyber attacks are recorded, but only a small portion are successful. Following the attack, the owners have restrictions in communication with the outside, and the ANP has requested the help of DNSC to recover the affected systems. Authorities continue the investigation and will provide additional information during the inquiry.
