Electric scooters can be used on public roads by people over the age of 14 and those between 14 and 16 must wear a helmet. Users must obey strict rules, including riding in bike lanes and not carrying passengers. A recent accident involved a 12-year-old who suffered injuries in a fall on a scooter.
